On November 10, 2021, the Alamance County Sheriff’s Office received a call of a suspicious person who may have been stealing gas from a building on Bason Road in Mebane. The caller described the suspect who was seen going inside a carport and taking a gas can. They also stated that she was driving a Chevrolet Impala. During the investigation, deputies were able to acquire the license plate number of the vehicle along with video footage. They identified the suspect as Stephanie Leigh Justice who was charged and arrested on November 16, 2021.

On November 4, 2021, the Alamance County Sheriff’s Office discovered that fraudulent tax documentation was being used to bond inmates out of the Alamance County Detention Center.
Upon further investigation, it was determined that Luke Clark was accepting money to create fraudulent tax documentation. Investigators confirmed that an inmate was bonded out from the Alamance County Detention Center on his $100,000 bond by his girlfriend (Courtney Gaddy) using fraudulent tax documentation and an altered deed created by Luke Clark. The Alamance County Sheriff’s Office executed a search warrant at Luke Clark’s residence at 5781 Thompson Mill Road where further evidence was found linking him to the fraudulent tax documentation.

On Wednesday, November 10, 2021, at approximately 8:52 a.m., the Alamance County Sheriff’s Office responded to a report of a death on Wormranch Road in Haw River. When officers, along with EMS arrived, they found Tammy Lynn Gay deceased in the bedroom on the floor beside the bed.
During the death investigation, Mark Twain Cagle stated that he and Ms. Gay had been in a relationship and that there was an active domestic violence protective order against him. Despite the order, he admitted that he spent time with Ms. Gay all day. Once the Alamance County Sheriff’s Office Special Victims Unit and the Criminal Investigations Division completed their investigation, deputies transported Mr. Mark Cagle to the Alamance County Detention Center.

The Alamance County Sheriff’s Office would like to remind media of the special press conference and tour of the Mobile National Integrated Ballistic Information Network (NIBIN) Unit and Shoot Trailer scheduled for Thursday, November 4, 2021, at 2:00 p.m. Due to the possibility of rain, the press conference will now take place in the Sheriff’s Office Classroom. Please use the side entrance of 109 S. Maple Street behind the flagpole. The NIBIN Unit and Shoot Trailer will be available to tour once the conference is finished.
ATF has coordinated the Mobile NIBIN Unit and Shoot Trailer to be in the Greensboro and surrounding areas from October 25 through November 5. The Alamance County Sheriff’s Office has the privilege to host the unit and trailer from November 1 – 5 with scheduled times for local law enforcement agencies to use its services.
The scheduled media day on November 4 at 2:00 p.m. will include a short press conference and time for you to see the Mobile Unit and learn more about the NIBIN program. Local command staff from surrounding law enforcement agencies will also be present to speak and answer questions about the program.
ATF’s National Integrated Ballistic Information Network (NIBIN) automates ballistics evaluation and provides actionable investigative leads in a timely manner. ATF’s NIBIN vehicle is a mobile unit that provides timely, onsite results to ballistics and firearms tracing. Like a fingerprint, every firearm leaves unique markings on shell casings, markings that can be entered into NIBIN and matched with casings recovered from other crime scenes. Ballistics and firearms tracing help connect guns and shooters to the crimes they commit.
There are 13 NIBIN sites in the Carolinas, with 10 sites providing service to law enforcement agencies throughout NC. With two local NIBIN sites at the Greensboro Police Department and the Winston Salem Police Department, NIBIN is able to provide investigative leads within a 48-hour window after either evidence or a test fired cartridge is entered into the IBIS system. Every department participating in this event has 24-7 access to these sites.
The Mobile NIBIN unit, one of only two in the U.S., has been stationed throughout the Carolinas for the last several weeks to assist in test fires and ballistics evaluation from guns and casings recovered at area crime scenes.
Our two local NIBIN sites identified 1,006 unique Crime Guns in the last 12 months utilizing NIBIN alone. These Crime Guns were identified through the acquisition of 6,317 individual spent cartridges recovered as ballistic evidence or produced as a test fire cartridge. This great success makes up for roughly 30% of the total number of casings entered into the system statewide. The NNCTC (National NIBIN Correlation & Training Center) developed more than 2,700 Investigative Leads in the last 12 months in our AOR. These 2,700 leads make up roughly 39% of all Investigative Leads developed in the State of North Carolina as a whole.
ATF estimates NIBIN systems across the country will analyze over half a million casings over the last year, generating up to 100,000 leads.
Firearms tracing and ballistics tracing (through NIBIN) play a critical role in identifying trends and illegal activities. Intelligence through tracing helps our division know where to best apply our resources.
The ability to recover and trace a firearm or a shell casing helps us answer two important questions – Who is the shooter and how did that individual get a firearm?
On October 28, 2021, the Alamance County Sheriff’s Office responded to a report in reference to a fraud. Deputies were told that someone used fake one hundred dollar bills to purchase an iPhone 12 Pro from a victim in Alamance County. Deputies verified that the bills were not U.S. currency but instead money used as props for filming.
Deputies were able to locate the suspect, Zy’Kira Imoni Hines and the iPhone. Deputies were also able to recover two additional iPhones that were connected to cases involving the same defendant that were reported to the Sheriff’s Office and the Mebane Police Department.

On Thursday, October 28, 2021, the Alamance County Sheriff’s Office received a report that a Dodge truck with a 30 foot trailer attached was stolen from a residence. After receiving a tip, detectives located the truck and trailer at a residence on Rumley Road.
The residents of the property where the trailer was found identified the suspect, Christopher Lee Fogleman, as the person who brought the truck and trailer to the property. The vehicle was recovered, and Mr. Fogleman was arrested and charged with Larceny of a Motor Vehicle and Felony Larceny. He was given a $35,000 secured bond.

On August 20, 2021, the Alamance County Sheriff’s Office was notified that a victim believed that her identify was used when a previous friend was pulled over for criminal charges. The victim was notified that she had two outstanding failure to appear warrants.
Alamance County Sheriff’s Office detectives began investigating the case and, over the course of several weeks, were able to obtain information and video footage that confirmed that Diamond Gilmore committed identify theft by using the victim’s identification when pulled over by law enforcement. Ms. Gilmore was charged and given a $1,000 secured bond.
On October 26, 2021, at approximately 5:30 a.m., the Alamance County Sheriff’s Office observed a vehicle in the area of NC 54 Highway and Interstate 40/85 matching the description of a stolen vehicle. Deputies then conducted a traffic stop on the 2005 Chevrolet 1500 Silverado which was verified to be stolen.
The driver was identified as Ms. Ashley Nichole Ayer who was arrested for possession of a stolen motor vehicle and transported to the Alamance County Detention Center. While retrieving Ms. Ayer’s belonging from the vehicle, deputies observed the odor of marijuana and subsequently located multiple glass smoking pipes, scales, and storage bags. Ms. Ayers was given a $10,000 unsecured bond.

On Thursday, October 21, 2021, at approximately 12:30 a.m., the Alamance County Sheriff’s Office responded to the Pilot Truck Stop on Jimmie Kerr Road in reference to two individuals that had been struck by gunfire while traveling on Interstate 40. The victims were driving a white Mercedes sedan going westbound on I-40 between exits 152 and 150. An unknown vehicle pulled alongside the Mercedes and began firing a gun at the vehicle, striking the driver and the driver’s side rear passenger. There is no known suspect vehicle at this time.
